Pixelation works by shrinking the region and scaling it back up with smoothing turned off, which is what gives hard block edges rather than a blur. It is not a safe way to hide sensitive information. A small block size leaves enough signal for the original to be estimated, and pixelated text in particular has been recovered before. To remove something permanently, use a solid block — the redaction tool offers one.
